What is the procedure involved in registering a domain name?

I would like to purchase a registered domain name…"Back-order" I believe it’s called. I understand it is only valid for a year. What happens when it expires? Do I have to pay the same amount from the guys I bought it from or should I just wait for it to expire and hope they release it and purchase at a lesser price?

How can I find out to what institution an Internet domain belonged to?

…if that domain is not registered/active anymore?
I am trying to find out to what institution the domain “icu.fla.edu” belonged to, or at least the “fla.edu”.

A long time ago, maybe about 10 years ago, e-mail addresses ending in “@icu.fla.edu” or “@fla.edu” were quite common, but that institution maybe changed names, changed the Internet domain, or do not exists anymore. But still I would like to find out.
Because of the “.edu”, it must be some kind of educational institution like a University or something. The “fla” maybe suggests Florida because of the “f”??? And the “icu” must be an institution inside the “fla” institution.
As last resort, there must be records somewhere, maybe some kind of Internet domain authority or something. I mean, contacting all accredited domain registrars, and ask them “Was this domain registered with you, and if so what was the WHOIS?” is not practical and there is the possibility the registrar may not exist anymore.

WHOIS do not work because the domain is no longer registered/active.
In one of my searches, I was very lucky to found out this very old link http://www.acraretail.org/ACRA%20files/Directory.html listing “ACRA members” of many Universities, the members e-mails are listed in the format “person_name@university_domain”, so now I know that “fla.edu” was “Florida Atlantic University” and currently is “fau.edu”!
About the “icu” sub-domain, I am waiting a reply from them.

What's the best way to get a domain name that's about to expire?

Question:

A domain name I’m very interested in is about to expire and I would like to register it myself. The domain name is registered through Network Solutions and I’ve dealt with them in the past for registering other domain names. They’re a tad pricey but the service has been good when I’ve needed it. The contact information is privacy-locked so I can’t contact the registrant directly. Network Solutions offers their "Certified Offer Services" but I don’t know anything about it. I’m guessing it’s primary function is for when one wants to buy a domain from the current registrant.

In this case, it appears that the registrant is not going to renew. The domain technically has already expired but I believe they don’t allow it to be registered by someone else for 30 days. So what’s the best strategy for getting it?

If I register a Domain name at GoDaddy, would I actually own it?

I’m trying to start a website. I’m new, but I think I understand the first three steps. Register a Domain, find a host, and Install WordPress. Doing some research I read a few places that registering a Domain does not mean you actually own it. Is this true? If so, what exactly does that mean? Would I ever be able to sell the site? Someone please explain. Thank you.
